California DMV to Block Registration of Pre-2011 Trucks by January 1, 2020

Time is running out!

If your fleet is based out of California and you’re operating older trucks, the state’s Department of Motor Vehicles (DMV) will block your registration.

California Air Resources Board’s (CARB) new Truck and Bus Regulation comes into rigorous implementation in 2020. And if you’re plying a truck that is a 2010 model or older (2009 or older engine), you will be falling foul of this regulation. (Unless you are using an allowable compliance option and reporting in the Truck Regulation Upload, Compliance and Reporting System -TRUCRS).

The California DMV is adopting a new enforcement tool that will automatically block registration of your older trucks if you don’t comply by January 1, 2020.

And that’s not all. According to CARB, the Truck and Bus Regulation is already active, and if you are not currently compliant, you can be penalized by the DMV with a registration hold right now!

The regulation applies to nearly all diesel-fueled trucks with a GVWR (Gross Vehicle Weight Rating) of 14,000 lbs or more. (See chart below.)

Even if your vehicles are exempt from another heavy-duty diesel regulations – such as solid waste collection vehicles or drayage trucks – you may still be subject to the Truck and Bus Regulation.

The financial outlay for new vehicles that are compliant with CARB’s “health-based” requirements can be considerable for independent operators with small and medium-sized businesses.

But if your truck is 2010 or older, you really have no room for maneuver here.
